Description:

Makes additional changes needed to support native AWS:

• Adds a needed cmake file that was inadvertently left out of the previous PR (make ufs-weather-model compile on native AWS (#3203) // Removing hard coded baseline date (#3214) // Add/update FAQs for user guide (#3219) // Update LM4-driver hash (#3228) #3203)
• Propagates needed changes to UPP up via UFSATM. Because the addition of unit tests to UPP assume that UPP is the root build directory, which is not the case when building as part of a larger system, the UFSATM build is modified slightly to turn off building the unit tests (see Update UPP version to 2026-05-15 NOAA-EMC/ufsatm#1114).
